                                 he is here
& is there upon informed
                                     that he must have a police

    permitting him to make public
    speeches before he is allowed to make
    his presence known
& upon
    inspite of misdi                rection
                                                                         finding
the correct
downtown
central
coordinating
administrative
civic-center

bureaucratic
police station
      is ushered into a plain
                                sterile
                                office
                                        illuminated
     by a poster       boasting   

    the freedom
of                free speech
& is informed that he may
  make                             public speeches
only
in Purshing Square                          between
   9 a.m.            &          4:30 p.m.
& that he will                                                     please
 to pay                                          his
twenty-five  dollar$ to the cashier
on                the                   way                      out
says:      "forget it"
&                                                                     departs
 never officially having been                 there.
